Der vorliegende Beitrag stellt überblicksweise die praktischen und symbolischen Auswirkungen für Grenzraumbewohner:innen der so genannten Großregion vor, die während der ‚ersten Welle‘ aus den Maßnahmen zur Pandemiebekämpfung resultierten. Diese auf der nationalen oder regionalen Ebene gesteuerten Maßnahmen, welche auf unterschiedlichen Inzidenzen und Bedeutungen des Grenzpendlerverkehrs basieren, sind bislang noch nicht Fokus einer systematischen Wirkungsanalyse gewesen. In diesem Beitrag wird versucht, die Situation an den deutschen Grenzen aufzuschlüsseln und die politischen Maßnahmen in Relation zu setzen. Hierbei wird die pandemische Lage der Grenzräume zu den neun Nachbarländern auf beiden Seiten der Grenze analysiert. Es wird klar, dass jedes Land hier unterschiedliche Ausgangssituationen hat und unterschiedliche Maßnahmen verfolgt. Die Stringenz dieser Maßnahmen ist jedoch sehr verschieden, und die Wirkungen sind im Verlauf der Pandemie entsprechend mehr oder weniger erfolgreich. On the basis of fieldwork, we explore the potential of public signs as a resourceful strategy for communicating solidarity and support and the discursive construction of a community affected by this crisis. We show that in times of lockdown and social distancing, the residential linguistic landscape in both neighbourhoods became strategically appropriated by local inhabitants to communicate with neighbours and strangers and was operationalised as a vehicle to serve new communicative functions such as the conveying of solidarity and support as well as gratitude, and collective belonging. Some differences related to emplacement, language use and quantity of signs were also observed. Gleichzeitig wurde so weithin sichtbar, wie verflochten Grenzregionen bereits sind und einen ‚Hotspot‘ europäischer Integration bilden. Ein markantes Beispiel hierfür stellt die sog. Diese Entwicklung, die sich mühelos auf der globalen Ebene rekonstruieren lässt, ist mit dem Virus auch in die europäischen Grenzregionen vorgedrungen. Der Beitrag wendet sich solchen Phänomenen zu und arbeitet exemplarisch das Zusammenspiel von Ver- und Entgrenzungsprozessen im Kontext des Covidfencing heraus. Dafür werden soziale Aushandlungsprozesse der Grenzschließungen in der Großregion SaarLorLux und im deutsch-polnischen Grenzgebiet als „people’s resilience“ thematisiert. Darauf aufbauend werden Überlegungen vorgestellt, wie sich die europäische Grenzraumforschung für Phänomene und Fragestellungen in Zeiten der Vergrenzungen aufstellen kann. On the individual level we found a time trend in accordance with the onset of the lockdown, with a decrease in property crime operationalized as theft, burglary and robbery, and an increase in psychological effects, operationalized as suicide attempts and nuisance by a person. On the group level, operationalized as incidents nuisance by youth, noise, fireworks and vandalism, we found a time pattern with an increase in incidents coherent with the lockdown period. We use longitudinal panel data from the LISS panel, collected in April, June and November 2020, to analyze the influence of the COVID-19 pandemic on the relative distribution of care by mothers and fathers in the Netherlands. Indeed, much of what makes urban life attractive thrives on the physical proximity of a diversity of people in densely populated built environments. It then comes as no surprise that the socio-spatial dynamics of this infectious disease have triggered a lively debate on the future of the city. In this chapter, by engaging with several voices in this public and academic debate, we focus on the question of whose city we are talking about when we refer to the post-COVID-19 city, focusing on the highly (sub)urbanized Flemish region and Brussels in Belgium. While there is plenty of evidence emerging that both COVID-19 and the COVID-19 measures, in particular the lockdown, hit the urban population very unequally and that it reproduces and strengthens certain urban inequalities, we argue that in the debate on urban life in the (post-)COVID-19 city a ‘white’ middle-class perspective is often dominant. As a result, the diversity of spatial needs and the varying degrees of spatial poverty are not sufficiently taken into account. We then move on to document the impact of COVID-19, and the measures to counter it, on precarious groups living in the city. Finally, we suggest a few socio-spatial lessons which could be drawn from the lockdown for a more equal post-COVID-19 city. The impact of the lockdown on urban life and the use of urban space was instantaneous. A remarkable feature of several early newspaper articles on COVID-19 and in Flemish cities and Brussels is its framing in terms of ‘urban flight’. In the articles, COVID-19 is framed as a potential new driver of urban flight and thus a threat to the renewed popularity of cities with (a part of) the middle class.“}, booktitle = {Global reflections on {COVID}-19 and urban inequalities}, publisher = {Bristol University Press}, author = {Beeckmans, Luce and Oosterlynck, Stijn}, editor = {Melik, Rianne van and Filion, Pierre and Doucet, Brian}, year = {2021}, keywords = {Brüssel, Flandern, Stadt, Stadtleben, Suburbaner Raum, Öffentlicher Raum}, pages = {35--46}, }

Before the pandemic, work-care patterns were relatively traditional in the majority of families in the Netherlands, with women performing more unpaid tasks and men more paid work. These patterns were disrupted during the lockdown by the obligation to work from home and formal and informal childcare being unavailable. This meant that fathers were much more exposed to care and household tasks than before the pandemic. This effect was potentially reinforced by the fact that many ‘essential workers’ in education and healthcare were female, leaving their male partner to take over (extra) care tasks at home. But did these changes in the division of tasks also affect normative attitudes about gender and care? In this study we aim to answer this question using longitudinal data collected among 300 respondents in the Netherlands before (early 2019/2020) and after (July 2020) the first lockdown. We expect that attitudes about men’s caring capabilities have become more positive in partnered men and women if the male partner was working from home. The empirical results show that attitudes about gender roles regarding child rearing have become more traditional after the lockdown and this is particularly the case for men who worked from home while their partner continued to work outside the home.“}, language = {en}, number = {2}, journal = {Mens \& Maatschappij}, author = {Begall, Katia and Verbakel, Ellen}, month = may, year = {2021}, keywords = {Geschlechterverhältnis, Hausarbeit}, pages = {243--269}, }

We will complement this quantitative analysis by analysing several open-ended questions to enhance our knowledge on the individual’s perceptions, attitudes and judgments about politics and society at the beginning of the pandemic. Our qualitative data analysis shows that the boost in political trust is driven by a specific appreciation of proceedings during the crisis and not by future expectations. Based on repeated qualitative interviews with 19 boys and girls – before, during and after the school closure – we examine how Syrian refugee youth have experienced the school closure, and how this influence their educational position by using the four central tasks of education of Van de Werfhorst and Mijs (2010). Syrian refugee youth in our study emphasize that online education is more difficult to understand and stress they miss their friends at school. Moreover, their circumstances at home are not ideal for online learning, and therefore reaching the appropriate level of education becomes harder. This paper highlights the importance of the social aspect of education. Whereas going to school normally also stimulate friendships and their socialization in Dutch society, the school closure makes this more challenging. Especially for refugee youth school has extra relevance for reasons of e.g. mental health, resiliency, and socialization. Through our case studies, we argue that the school closure contributes to an accumulation of risks and inequalities. Political polarization has been identified as a key societal risk of the ongoing COVID-19 pandemic. While various actors have expressed concern about extreme single-issue opinions, mass polarization may be characterized better as increasing association between various opinions. This could lead to deepening cleavages as new issues arise. We thus describe opinions surrounding the COVID-19 pandemic relative to pre-existing mass opinion structures. We review the science on polarization, ultimately focusing on the Netherlands specifically. Using survey data of Dutch social media users (N = 216), we find that opinion clustering on general political issues is loose, and that these clusters do not uniformly predict attitudes towards measures to combat consequences of COVID-19. Nevertheless, the found clusters are better predictors than ideological identification. Changes in anti-immigrant sentiments before and during the COVID-19 pandemic The COVID-19 pandemic is posing a pathogen or even existential threat to people all across the globe. According to traditional literature, threat perceptions induce anti-immigrant sentiments, as ingroup identity and self-interest are strengthened at the expense of the outgroup. In this manuscript, we study whether the COVID-19 pandemic, as a universal and relatively novel threat, increases anti-immigrant sentiments akin to responses to realistic and symbolic threats frequently described in the literature. We also look at whether such responses are expressed more strongly among specific groups in Dutch society. To do so, we use unique longitudinal panel data based on the European Values Study 2017, representative of the Netherlands, with a repeated measure in May 2020, during the national lockdown. Based on structural equation modeling, we demonstrate that anti-immigrant sentiments have not increased due to (perceived threat of) the COVID-19 pandemic. In fact, negative opinions towards immigrants decreased between 2017 and 2020 in the Netherlands, for which we provide alternative explanations. Although some subgroups do experience more threat than others due to the coronavirus, such as women, first generation immigrants, and the elderly, this does not lead to more negative feelings towards outgroups. Whether this is due to the fact that individuals feel pathogenically threatened by everyone, regardless of group membership, should be explored in future research.“}, language = {en}, number = {2}, journal = {Mens \& Maatschappij}, author = {Muis, Quita and Reeskens, Tim}, month = may, year = {2021}, keywords = {Ausländerfeindlichkeit}, pages = {271--297}, }

Sentiment analysis and topic modeling analysis were performed using Twitter data from three phases during the initial European lockdown, and results were compared over time and between countries. Findings show that, in line with existing theory, assertive crisis responses and proactive communication were generally well-received, whereas tentative crisis responses or indications by the authorities that the crisis was manageable were generally met with suspicion. In addition, while government support was high in all countries during the height of the crisis, messages critical of the government as well as conspiracy theories were nevertheless widely circulated. Importantly, countries with the least assertive strategies, rather than clear negative responses, saw heightened polarization of sentiment in the population. Furthermore, in the case of Sweden, a laissez-faire strategy was generally accepted by the population, despite strong criticism from other countries, until mortality rates started to rise. Possible explanations for these findings are discussed with an emphasis of prior trust as a potential explanatory factor. This article, based on a large-scale internet survey (N = 22,696) on the social impact of COVID-19, firstly examines which social groups are most susceptible to the mental health impact of the virus. Secondly, we examine whether social capital provides protection against this impact. We find that the mental health impact of COVID-19 is considerable and that it increased over the course of 2020. Women, young people, respondents with low incomes and/or poor health experience relatively more fear and stress due to the virus. We do not find a difference between respondents with or without a migration background. Social capital (received support, trust in people and in institutions) has the expected effect: the more support and trust, the less fear and stress. There is a mediation effect. Older people, respondents with high incomes and/or good health experience less fear and stress, partly because they have more social capital. This is different for females. They would experience even more fear and stress, compared to men, were it not for the fact that they have more social capital. Hence we conclude that social capital indeed provides some protection against the negative mental health effects of COVID-19.“}, language = {en}, number = {2}, journal = {Mens \& Maatschappij}, author = {Snel, Erik and Boom, Jan de and Bochove, Marianne van and Engbersen, Godfried}, month = may, year = {2021}, keywords = {Psychische Gesundheit, Soziales Kapital}, pages = {213--241}, }

Literature on the durability of citizens’ initiatives suggests that large initiatives, with a close-knit core group and strong government support are the most durable. However, our research indicates that this was not the case during the COVID-19 crisis. Flexibility and freedom to function independently from the municipal government were found to be more decisive for durability. Of dit ook geldt voor de coronacrisis is voorlopig onbekend. Daarom voerden wij een online bevraging uit bij 327 werkzoekenden uit Vlaanderen in de vroege fase van de coronacrisis. Hierbij werd gebruikgemaakt van zowel gesloten als open vragen. Ten eerste melden de meeste respondenten dat zij het zoekproces voortzetten, maar de helft ervaart wel veranderingen in het zoekproces. Bepaalde jobaspecten zoals werkzekerheid zijn belangrijker geworden door de coronacrisis. Ten tweede lijkt de coronacrisis een negatieve invloed te hebben op het psychisch welzijn van de werkzoekenden: ze zijn meer bezorgd om geen job te vinden en ervaren uitzonderlijk veel stress en een sterk verminderd mentaal welbevinden. Research in other countries has shown that people with migrant origin are disproportionally affected. Belgium has an ethnically diverse and increasingly ageing population and is therefore particularly apt to study differential mortality by migrant group during this first wave of COVID-19. Data and methods: We used nationwide individually-linked data from the Belgian National Register providing sociodemographic indicators and mortality; and the administrative census of 2011 providing indicators of socioeconomic position. Age-standardized all-cause mortality rates (ASMRs) were calculated during the first COVID-19 wave (weeks 11-20 in 2020) and compared with ASMRs during weeks 11-20 in 2019 to calculate excess mortality by migrant origin, age and gender. For both years, relative inequalities were calculated by migrant group using Poisson regression, with and without adjustment for sociodemographic and socioeconomic indicators. Results: Among the middle-aged, ASMRs revealed increased mortality in all origin groups, with significant excess mortality for Belgians and Sub-Saharan African men. At old age, excess mortality up to 60\% was observed for all groups. In relative terms, most male elderly migrant groups showed higher mortality than natives, as opposed to 2019 and to women. Adding the control variables decreased this excess mortality. Discussion: This study underlined important inequalities in overall and excess mortality in specific migrant communities, especially in men. Tailor-made policy measures and communication strategies should be set-up taking into account the particular risks to which groups are exposed.“}, journal = {SSM Popul Health}, author = {Vanthomme, Katrien and Gadeyne, Sylvie and Lusyne, Patrick and Vandenheede, Hadewijch}, year = {2021}, keywords = {Einwanderung, Flüchtling, Migration, Sterblichkeit}, }

This study investigates to what extent the intensity of informal care provision has changed during the first lockdown due to the COVID-19 pandemic in the spring of 2020 in the Netherlands, whether these changes differed by the living situation of the care recipient, and whether these changes were associated with changes in indicators for ‘being able to’, ‘have to’ and ‘want to’ provide care (determinants of the Informal Care Model). We collected data in July 2020 among informal caregivers aged 78 and younger who indicated to provide care in March 2020 in the LISS-panel (N = 1,270 care situation of 1,014 caregivers). We found that, on average, informal care provision was reduced during the lockdown; caregivers of care recipients living in care institutions were the most likely to reduce or stop caregiving, and caregivers who helped someone in their own household were most likely to have increased their intensity. Feeling less restricted by the corona measures reduced the likelihood to stop or lower care provision and increased the likelihood of increasing care; being confronted with a reduction of formal care for the care recipient was related to a higher likelihood of increasing care; and stronger concerns about the care recipient increased the likelihood of intensifying care and prevented from stopping or reducing care. From March 16, all schools in the Netherlands are closed, and children must keep up with their schoolwork from home. Parents are expected to take a crucial role in this “homeschooling”: they are primarily responsible for ensuring that their children follow the curriculum. In this article I report the first results of a module in the LISS Panel that was designed to map how parents school their children in primary and secondary education. Data on a nationally representative sample of 1,318 children in primary and secondary education were gathered in April. The results show marked differences between social groups. Whereas all parents find it important that their children keep up with the schoolwork, children from advantaged backgrounds receive much more parental support and have more resources (e.g., own computer) to study from home. Differences in parental support are driven by the ability to help: parents with a higher education degree feels themselves much capable to help their children with schoolwork than lower educated parents. Parents also report that schools provide more extensive distant schooling for children in the academic track in secondary education (vwo) than for children in the pre-vocational track (vmbo). Finally, there is a clear gender gap: parents feel much more capable to support their daughters than their sons.These initial findings provide clear indications that the school shutdown in the Netherlands is likely to have strong effects on the inequality in educational opportunities.“}, urldate = {2022-03-09}, institution = {SocArXiv}, author = {Bol, Thijs}, month = apr, year = {2020}, doi = {10.31235/osf.io/hf32q}, keywords = {Open Access/Volltext}, }

Such tensions were duly recognised during the recurring outbreaks of the plague in the Second Plague Pandemic between the fourteenth and the seventeenth centuries. De bruisende UB Binnenstad met dagelijks duizenden studenten in het gebouw werd een festivalterrein en was eens te meer de ‘place to be’ van de Rijksuniversiteit Groningen (RUG). Hoe onwerkelijk was het dan ook om drie weken later door het lege en stille gebouw te lopen. Onze slogan ’The UB - Where the Shhh happens’ kreeg ineens een heel andere betekenis. De deuren van de UB gingen tijdens de ‘intelligente lockdown’ niet op slot en achter de schermen was het allesbehalve stil: de UB stond ook tijdens de coronacrisis in dienst van de studenten en medewerkers van de RUG. Ook toen het kabinet op 3 november bekend maakte dat bovenop de gedeeltelijke lockdown enkele extra maatregelen ingesteld werden, bleef de UB open. Terwijl alle bibliotheken, musea en theaters hun deuren moesten sluiten. Deze kroniek beschrijft de aanpassingen in onze dienstverlening in de periode maart tot oktober 2020. Onze ervaringen en overwegingen en de voorbereidingen om de studiezalen weer te openen met bijna wekelijks veranderende maatregelen. De auteurs Bert Platzer en Marjan Brouwers hebben tientallen medewerkers - uit naam van het hele UB-personeel - geïnterviewd over hoe zij de afgelopen maanden hebben ervaren. Het resultaat is Het nieuwe normaal. Kroniek van de Universiteitsbibliotheek Groningen in coronatijd. Als directeur vind ik het heel bijzonder hoe de UB medewerkers inspeelden op dit nieuwe normaal. Dankzij hun toewijding, flexibiliteit en inventiviteit was het mogelijk om de dienstverlening van de UB op peil te houden - tot groot genoegen van onze gebruikers. Ik spreek mijn dank, respect en bewondering uit voor alle UB-medewerkers. Aan hen draag ik dit boek op, over een periode die nu ook hoort bij de ruim 400-jarige geschiedenis van de UB.“}, language = {en}, publisher = {University of Groningen Press}, author = {Platzer, Bert and Brouwers, Marjan}, year = {2020}, note = {Inhaltsverzeichnis: http://digitale-objekte.hbz-nrw.de/storage2/2021/05/14/file\_4/9029208.pdf}, keywords = {Bibliothek, Chronik, Groningen, Open Access/Volltext}, }

Om met elkaar na te denken over de lessen van de pandemie en over de wereld waarin wij willen gaan leven. Nu de eerste piek van de coronacrisis achter de rug is, kijken we aan tegen een ravage. Alles lijkt ontwricht. Levens gingen verloren, ons doen en laten werd ingeperkt en de economie raakte in een paar weken in een vrije val. Veel Nederlanders kampen met grote onzekerheid en zorgen over hun werk, hun sociale leven, hun toekomst. Een eenvoudige weg terug naar hoe het was lijkt afgesneden. Anders is niet per se slechter. In dit boek maakt een aantal vooraanstaande denkers, deskundigen en bestuurders een voorlopige balans op. Vanuit hun eigen kennis en ervaring kijken zij terug en vooruit. Hoe heeft de crisis ons zo kunnen overvallen? Wat zijn de oorzaken? Wat leren we ervan? En vooral: hoe gaan we straks door? Na de quarantaine is een even noodzakelijke als urgente uitnodiging om verder te kijken. Om met elkaar na te denken over de lessen van de pandemie en over de wereld waarin wij willen gaan leven. 'Als je, zoals ik, elke dag bezig bent met crisisbestrijding is het van grote waarde om de snelkookpan even van het vuur te halen. Om tunnelvisie te voorkomen, andere perspectieven te overdenken en doorkijkjes naar de toekomst te hebben. @book{robert_teletravail_2020, address = {Limal}, title = {Le télétravail à domicile. {L}'après-{COVID} ou le retour à "l'anormal"}, isbn = {978-2-8072-0716-5}, abstract = {Aus dem Inhaltstext: „En 1993, la Commission européenne présentait le télétravail comme l’un des huit développements stratégiques pour lesquels il fallait stimuler les investissements. 27 ans plus tard, un virus d’une dimension de 2/100 d’un micron provoque en moins de trois mois un séisme économique et social mondial et un bouleversement dans nos organisations de travail. Le mot est jeté en pâture. « Télétravail ». Façonné, maçonné, désarticulé, défiguré, critiqué, exploité, instrumentalisé et médiatisé, il est devenu la star. Mais étions-nous vraiment en présence de « télétravail » ? Nous sommes passés de la vague silencieuse à la vague de Nazaré. Retournerons-nous à la normale ou nous dirigeons-nous vers l’anormal ? Cet ouvrage prépare les lecteurs, les entreprises et les professionnels des RH à cette mutation. Il rappelle les principales étapes du développement du télétravail à domicile ; aborde les réglementations internationales, européennes et nationales, la mise en œuvre du télétravail, les fonctions et travailleurs concernés ; confronte dans une approche transversale différentes thématiques que sont la durée du temps de travail, la sécurité et la santé des travailleurs, la protection des données et la vie privée ; traite des enjeux fiscaux, de sécurité sociale et de droit du travail liés aux nouvelles technologies mises à disposition des télétravailleurs. Dans le cadre de la crise sanitaire, il remet au goût du jour la réglementation PC privé. Il s’intéresse à la question de la responsabilité de l’employeur face aux risques de délocaliser l’utilisation des nouvelles technologies et anticipe des problématiques : la place du domicile privé, le présentéisme virtuel, la mobilité internationale et le télétravail face au COVID-19. It compares the use of such statistics in the current COVID-19 epidemic with the use of numbers during the cholera outbreaks of the nineteenth century. Its main point is that health statistics have been (and still are) fundamental to the establishment of a notion of ‘public health’ and to the construction of epidemics as social events. At the same time, such statistics – located as they are at the intersection of science, media, and politics – struggle to take into account people’s often very different individual experiences of coping with disease. While today more varied health data is circulated to a wider audience, and at a far higher speed than in the past, the format of constructing an epidemic through statistics is still very much present, including some of the limitations inherent to this approach (e.g. generalizations about social groups).“}, journal = {Journal for the History of Environment and Society}, author = {Vandendriessche, Joris}, year = {2020}, keywords = {Cholera, Gesundheitsstatistik, Open Access/Volltext, Public Health, Wissenschaft}, pages = {47--52}, }
