Considering its instruments, the principles of normative hierarchy apply: ministère de l’Éducation, du Loisir et du Sport and school boards’ strategic plans, conventions of partnership as well as conventions concerning the management and success of education, as well as educational projects and success plans. We then explain how this results-based management is actualized, as the concept of actualization refers to the passage from the ideal to the real. Interviews with eight school principals allowed us to identify their understanding of results-based management foundations and the way they use results-based management instruments.
