He follows the efforts of three truth commissions in Chile set up to examine human rights violations from the Pinochet era. He traces the efforts of advocacy and human rights groups to obtain access to government records, observing that contests over access to records was and remains a critical feature to a broader movement for retributive and restorative justice in post-dictatorship Chile. He suggests that the varying impacts that archives can have in serving these social justice objectives are seen not only by the actions and successes of access advocates but also by the obscuring roles played of state actors to control and limit that access.
