A description of the Monterey Santa Cruz Community (Calif) Responsible Beverage Service (RBS) prevention program, an intervention intended to encourage safer drinking environments by altering the behavior of restaurant/bar servers \& the way in which alcohol is promoted \& presented. The program's objectives include creating community interest \& support for RBS as a legitimate responsibility of the hospitality industry, providing free/low cost community based training for managers \& servers, \& facilitating long term support for the continued activities of RBS trainers. Key dimensions of the program are discussed, including the legal, political, \& social climate of the study communities, the project's activities, community support, \& the actions of the hospitality industry. Both anticipated \& unexpected outcomes of the program, with regard to site selection \& evaluation of the central working hypotheses, are described, \& it is concluded that the current conceptual framework is a workable model for assessment of the feasibility of a community wide RBS training program. 1 Table, 9 References.
