The program's objectives include creating community interest \\& support for RBS as a legitimate responsibility of the hospitality industry, providing free/low cost community based training for managers \\& servers, \\& facilitating long term support for the continued activities of RBS trainers. Key dimensions of the program are discussed, including the legal, political, \\& social climate of the study communities, the project's activities, community support, \\& the actions of the hospitality industry. Both anticipated \\& unexpected outcomes of the program, with regard to site selection \\& evaluation of the central working hypotheses, are described, \\& it is concluded that the current conceptual framework is a workable model for assessment of the feasibility of a community wide RBS training program. 1 Table, 9 References.
