Problems associated with the creation of an expert knowledge base for monitoring tasks that require operative processing of incoming data and, as a result, restructuring of the knowledge base are considered. The procedures reducing the search for an optimal consonant state of mutually related elements of a knowledge base are proposed. An approach to the estimation of the interrelations of weakly structured objects such as text documents and informational messages is developed. A practical implementation of this approach, the operating "Resonance" system, is described. Copyright & 1999 by "MAK Haya/Interperiodica".
