Interoperability among information systems is an issue that has been present in the agenda of several governments around the world, including the Brazilian government, since many years ago. In order to provide high quality public services, the public sector needs to pursue solutions towards interoperability, as a way to enable the integration of information systems and the sharing of information across the several governmental levels. Within some public sectors, as for example those ones concerned with basic healthcare, interoperability is a real requirement. This article is an initiative for discussing the issue of interoperability in the scope of Information Science. Particularly, we intend to clarify the role of ontologies in this context, insofar as ontologies have been proposed as an alternative to provide interoperability. In order to reach our goals, we briefly define interoperability, present the initiatives of the Brazilian government in this sense, and then try to elucidate how to apply ontologies as a tool to provide interoperability. In addition, we present partial results of ongoing research involving ontologies and the improvement of systems modeling. We conclude that ontologies can perform a significant role in mitigating problems of interoperability, but considering the current stage of Brazilian initiatives, there are many things to be done before we can reach real results.
