The scapegoat mechanism, as illuminated by Girard, arises from mimesis, and this accounts for a good deal of crime, and is one of the reasons that the poor are disproportionately criminalized. In addition, it is a way for individuals and societies to deal with guilt: offloaded on to the prisoner, society no longer has to deal with it.
