In February 1999, Elektro-Slovenija (ELES) experienced several short circuiting events on some of its double-circuit 110 kV power lines. These outages were directly linked to episodes of significant snowfall followed by mild temperatures; such conditions are known to be conducive to wet show shedding. Numerical simulations of the static and dynamic effects of load shedding on two typical line sections have confirmed that the design electrical clearances between superposed phases were insufficient for this loading condition. The mitigation measure adopted by ELES was the installation of phase-to-phase rod insulator spacers similar to those used for controlling conductor galloping oscillations.
