These two groups created the Joint Video Team (JVT) to develop the H.264/AVC standard. H.264/AVC has been very strongly embraced by the industry and is now being developed in virtually all new existing applications of digital video technology[1–6]. The purpose of SVC is to extend the capabilities of the H.264/AVC design to address the needs of applications to make video coding more flexible for use in highly heterogeneous and time-varying environments.The basic concept of SVC is to enable the creation of a compressed bit stream that is comprised of partial bit streams and perform combined decoding of these partial streams, as the quality demands, to meet diverse end user needs.
