The Minister of Mäori Affairs has a mandate to consult with iwi and Mäori language stakeholders about Developing a New Mäori Language Strategy . This document sets out a suite of proposals to guide this consultation, drawing on: the key themes in the recent reviews of the Mäori Language Strategy 2003; best practice in language revitalisation theory and practice among iwi and around the world; and the emerging dynamics of Crown/iwi and Mäori relationships. The Minister of Mäori Affairs has asked officials to undertake this consultation on his behalf. This document sets out: • the proposed results for a new Mäori Language Strategy; • some proposed principles to guide the overall approach; • a strengthened focus on whänau, hapü and iwi language development; • a proposal to establish a representative iwi entity to assume ownership and management of Te Taura Whiri i te reo Mäori ( Te Taura Whiri ) and Te Mängai Päho, and to assume the roles and responsibilities of Te Pütahi Paoho with regard to the Mäori Television Service; • proposals to strengthen Crown-iwi and Mäori relationships; • some planning, implementation and reporting requirements for government agencies that deliver Mäori language programmes and services; • the key role of Mäori language in education in the Mäori Language Strategy, and information about Tau Mai Te Reo - the Mäori Language in Education Strategy 2013-2017 produced by the Ministry of Education in 2013; and • some proposed changes to the Mäori Language Act 1987 to strengthen its provisions in line with the New Zealand Sign Language Act 2006.
