Initial sections examine reasons for variations in the relative status of each country's Assembly, followed by an assessment of the Assemblies’ efforts to enhance ethnic identity and cultural rights. A major argument of the paper is that the Assemblies’ lack of an identified land base has provided both an impetus and a means for Saami to pursue their territorial aspirations.
