Program evaluation paradigms historically apply to large-scale social, educational, and health-care entities. Though online academic programs can certainly benefit from existing evaluation theory, they have no model that serves their specific needs in any systematic way. This study utilized formative research methodology to design and validate a model of program evaluation for an online graduate department at a small state university in Pennsylvania. The learner-focused evaluation plan incorporated best practices from instructional design, cognitive learning theory, formative evaluation, and distance learning. After participants validated a diverse toolkit of survey instruments and strategies for evaluating learner satisfaction, course design and program impact, faculty involved in the case study voted unanimously to adopt the plan as a fundamental principle of continuous improvement.
