The study focuses on how the Philippine National Police (PNP) applied m-government through its TEXT 2920 service. Specifically, to analyze the existing system of the PNP Text 2920 service , survey impressions and reactions of public response to the service, design a communication model that will clarify the structure of m-government as applied in the project and to recommend ways to maximize the use of this service in order to benefit the greater Filipino people. The development of m-government, as one of the components of e-government, sets the whole world in utilizing mobile technologies to communicate government actions and concerns. Adopting this new scheme, PNP created the TEXT 2920 service where, mobile phones are used to report crimes, community concerns and police mal-practices. The study used descriptive research to establish benchmark information on the manner PNP applied mgovernment through its TEXT 2920 service and the public's response to the service. This paper made use of exploratory research designs to clearly define the problem being studied. Qualitative approaches such as in-depth interviews with key informants at PNP, focus interviews with text users and survey method with text users were applied. The Philippine National Police expresses its hope that Filipino people will continually support the project. It was however claimed that since the text messaging service was launched four years ago, the number of text messages has deteriorated amidst the popularity of cellular phone use in the country. Past experiences and belief system has affected the public use or non-use of PNP Text 2920. Negative portrayals of PNP in media, police involvement in reported crimes, limited project exposure, poor technology and the lack of major accomplishments of the police were reasons cited by the public who hesitated to use the service. Results showed that there are elements that should be studied to make PNP TEXT 2920 efficiently and effectively utilized. These elements include the institutional capacity of the PNP in m-government and the public impact on the program. Technological requirements should be satisfied first so as the smooth implementation of the program. The PNP's drive for implementation should also be strengthened. A trimedia campaign is also deemed necessary for a massive information campaign of the program. More than this, a serious housekeeping activity is recommended to get rid the organization of bad elements and improve its image as the protector and servant of the people. The PNP TEXT 2920 should be salvaged objectively. It should be revived due to the very promising potentials of m-government. M-government is accepted as the more convenient and efficient way of communicating. Having a mobile phone is fast becoming a necessity than a fade. The "pinoy” cellphone users just need to be mature and responsible for this resource not to be wasted.
