This paper describes a model for hypermedia documents which includes facilities for structured organization of nodes and for version control. This model is currently being used as a basis in the implementation of a development tool for local and distributed hypermedia applications. The layered architecture of this tool grants the user access to distinct levels of abstaction; it also allows the system to maintain compatibility with the MHEG proposal for hypermedia object interchange.
