This 2006 joint ASEAN-UNESCO workshop was directed at examining the relevance of human security in SE Asia, and in particular better understanding the concept, prioritizing regional human security issues and identifying realistic policy initiatives. Key findings included that: • the concept is gaining ground but has been inhibited by limited understandings of it and its potential challenge to state sovereignty • human security priorities will vary according to various contexts • human security can be seen as a facilitator of state and individual security • a clear definition is useful for policy development and action, and a broader rather than narrower definition is favored. However implementation of conceptual elements need not wait on a full consensus around the definition • National governments are primarily responsible for promoting human security, along with the international community and civil society entities
