Creating a Strong Contingent of Qualified Higher Education Personnel with Teachers of High Quality Is the Key [link]Paper  abstract   bibtex   
The article focuses on the challenge to increase the number of qualified higher education people with high quality teachers in China. To implement the Decision of the Central Committee and State Council on Better Managing Talented Personnel, continuous improvement of quality of teachers is very important. There had been an increase in internal enrollments while maintaining quality since 1999. Increasing enrollments and competing externally was a challenge that education institutions had to address. Several steps were taken to produce talented personnel and emphasis was given to maintain the stability of high quality teachers. Efforts to provide and improve quality education bore some fruits including: there was more reorganization of creating a teaching cohort, teachers gave more importance to education since their awareness increased, and logistics of all kinds were improved and increased, since the investment of the ninth five-year plan. However, there was a lapse and the beneficial results had slowed down.
