The translation of a social concept into concrete social activism through community partnerships is demonstrated using the case of the Urban Coalition of Metropolitan Wilmington (Del) in operation from 1969 to 1975. The history, structure, successes, \& failures of the coalition are examined. The primary reason for its failure was that it sought to operate within the existing political \& economic systems, rather than challenging them. Its elitist board members, drawn from the business community, avoided social change issues, concentrating on day care, summer, \& reading programs. While these programs were successful, they did not effect social change. The results indicate a need for greater citizen involvement in policy making, \& for examination of a government that constrains such citizen activism. 26 References.
