 abstract = {{\#}englisch{\#}The paper consists of the guest editorial of issue number 21 of the online journal TiBi (Trends in Bildung International). The editorial gives an overview on the two studies which are presented by the journal. Moreover the context of the studies is explained. This context consists of the policy on education for democratic citizenship by the Council of Europe and in a narrower sense in the Council of Europe's intention to introduce quality assurance of education for democratic citizenship in European schools. The two studies report on approaches to implementation in two different countries. They follow up an earlier comparative study of ten countries. While this more comprehensive study analyses the preconditions and opportunities for implementing a material of the Council of Europe, TiBi presents studies on countries, where real implementation took place.
